  • KEY RESPONSIBILITIES/DUTIES OF POSITION:  (All duties as directed to include, but not limited to the following): 

    §  Manages all benefit plans, reviews their design and policies and recommends improvements/enhancements/clarifications and required government revisions to these plans and policies. 

     

    §  Researches, develops, recommends and designs new employees benefits (e.g., PTO (paid time off), cancer insurance) including the costs of these benefits.  Makes recommendations concerning cost sharing between the company and the employees.

     

    §  Reviews, revises and maintains all benefit plan documents, including their preparation and submission to appropriate government agencies as required.  The plans referenced here are:

    o   401(k)

    o   ESOP

    o   SERP

    o   Flexible Spending Account

    o   Wellness Program

    o   Group insurance

     

    §  Negotiates new contracts or renewal contracts for benefits with vendors.

     

    §  Has familiarity with and an understanding of benefit plan regulations and government agency compliance requirements.  Ensures company compliance with provisions of ERISA and other benefit plan legislation (e.g., Health Care Reform.)  Develops reports required by law to be filed with federal and state agencies such as the IRS, DOL or other regulatory agencies.  Consults with our outside legal counsel regarding plan design and plan provisions.

     

    §  Regularly reviews the costs for benefits collaborating with the Finance Director to recommend revisions that will improve our financial position relating to benefits plans.

     

    §  Reviews and analyzes changes to state and federal laws pertaining to benefits and recommends changes to keep these plans compliant. 

     

    §  Understands and has experience with the overall plan management and design of ESOPs, including an effective foundation of theory and basic plan features.   Collaborates with the Generalists who are responsible for the day-to-day administration of the ESOP and 401(k).  Interacts with the outside vendors providing financial investment oversight for these plans.

     

    §  Handles all necessary legal reporting (i.e., 5500s, EEO-1’s, Vets 100) and summary plan descriptions.

     

    §  Manages and administers the Supplemental Executive Retirement Plan (SERP.)  Collaborates with the Finance person responsible for the financials of the plan.  May interact with our outside accounting firm regarding the management of the SERP.

     

    §  May develop and deliver communications of new plan benefits. 

     

    §  Conducts or participates in and analyzes benefit surveys to determine the company’s competitive position in employee benefits.  Analyzes the company’s current total benefits package and recommends revisions.

     

    §  Collaborates with the company’s outside insurance broker regarding our insurance plans and vendors.  May develop census data needed for a new plan estimates of costs or for renewal contracts.

     

    §  Participates on the Benefit Plan Administration Committee.

     

    §  Experience with other HR areas so that other projects and activities could be assumed to support the Division.

     

     

     

    EDUCATION:  Bachelor’s degree in a related discipline or equivalent in experience.

     

    SKILLS/TRAINING/QUALIFICATIONS:  6 – 8 years relevant experience in benefits plan management and design

    §  2 – 4 years experience in other areas of Human Resources.

    §  PHR or SPHR a plus.

    §  Position works in an office, utilizing a computer.  Some walking required.
